The roadmap presents an iterative way to go through each maturity level. Each instance of the roadmap can be repeated until the next maturity level has been reached. The table below indicates those activities and supporting instruments which are applicable at each stage.

Preliminary actions: These are the initial actions to set up an adequate environment for the success of an initiative to increase organisational maturity.


Modernisation Maturity Assessment: Actions required to prepare for the maturity assessment. Comparison of actual practices to the reference modernisation maturity model


Modernisation Maturity Assessment Template: This supporting instrument provides some recommendations and a template for recording the results of assessing the Modernisation Maturity level reached by your organisation or business unit/statistical domain in implementation of  each of the ModernStats models: GAMSO, GSBPM, GSIM and CSPA, according to the Modernisation Maturity Model.

Planning actions: Establish the objectives and practices necessary to advance the maturity level .


Gap analysis: Based on the gaps detected between the current maturity and the target maturity

Work plan: An ordered set of actions referring to a set of recommended practices from the recommended practices matrix

Gap Analysis Template: Instrument applied to document the gaps from the current maturity level in relation to the target maturity level and the key steps and requirements needed to get it

Recommended Practices: Reference document managed by the body in charge of the maintenance of the Modernization Maturity Model containing a set of recommended practices which has it's origin in the proposals made by statistical organisations as a result of implementation projects of the standards and recommendations made by international organisations and the maintenance body itself.

Work plan: Internal document describing the plan that will be followed by the organisation to get to the target maturity level.

Implementation actions: Implementation of the work plan


Capacity building: Actions needed to get all the resources and skills to put the work plan in action

Implementation plan: Actions needed to implement the work plan. Represents the actions to be performed to make the transition from the current maturity level  to the target maturity level

Skills Checklist: Guidelines describing the skills that will be needed in order to get to a certain maturity level. This checklist can be used by the statistical office to determine the training needed to get the targeted maturity level

Implementation Checklists: List of the actions needed to get from the current maturity level to the next maturity level for a particular standard

Evaluation actions: Actions to ensure that the maturity goals have been reached

Evaluation: Review of the results obtained from implementation of the work plan

Evaluation Template: Instrument used to make easier the evaluation of the results obtained from the implementation actions performed

Consolidation actions: Actions to ensure stabilisation of the new practices in the organisation

Adjustments: Actions to adjust the new practices to put them in an stable process for the long run. The formal adoption of the new practices as part of the organisational procedures takes part in this stage

Consolidation Template: Template to make the formal adoption of the new practices in the organisation easier, to make sure that their adoption will be solid and that they will not be abandoned

Knowledge management actions: Actions to capture the knowledge obtained from the process

Process evaluation: Actions to evaluate the iteration and to get new organisational knowledge. The evaluation ends with a new maturity evaluation exercise (new iteration).

Lessons Learned Template: This template can be used by the statistical organisation to document and then share the experience and knowledge obtained from the execution of activities to achieve a target maturity level from a current maturity level. It is expected that the document will include not only advice to other organisations, but also challenges and benefits experienced. Lessons learned will complement the Roadmap, its activities and supporting instruments
