This supporting instrument provides some recommendations and a template for recording the results of assessing the Modernisation Maturity level reached by your organisation or business unit/statistical domain in implementation of each of the ModernStats Models: GAMSO, GSBPM, GSIM and CSPA, according to the Modernisation Maturity Model.
It has been developed under the High-Level Group project on Implementing ModernStats Standards.
A) Recommendations
The Modernisation Maturity Assessment requires assessment in the following dimensions: Business, Information, Methods, Applications and Technology, for each HLG-MOS standard. Usually, expertise in these dimensions as well as each standard are spread across different (groups of) people in the organisation. It is also important to identify the business units/statistical domains with responsibilities/ experiences in the implementation of each standard. The assessment exercise requires familiarity with the definitions of the maturity levels and dimensions. Definitions of both of these are provided in the Modernisation Maturity Model. The purpose of the maturity assessment is not only to assess the current level, but also to identify the target level of maturity to be reached for each standard, the time frame and the key steps to move forward in the implementation of the standard.
The following are recommendations for preparing and carrying out the maturity assessment:
- Identify a cross-cutting group involving members of the Corporate planning, Business, Information, Methods, Applications and Technology functions within the statistical organisation;
- Identify business units/statistical domains with responsibilities/ experience in implementation of each standard
- Call members of the cross-cutting group into a physical meeting per standard
- Allow some time (e.g. 15 minutes) for members of the cross-cutting group to gain familiarity with the definitions of the maturity levels and dimensions provided in the Modernisation Maturity Model
- Allow enough time (e.g. one hour) per standard to discuss and document the maturity assessment including:
- The version of the standard for which the assessment is being carried out.
- Each organisation or business unit/statistical domain should choose an appropriate level of granularity for their current maturity level (e.g.1, 2.5, 5.17) according to their own needs.
- Target level and the number of years to reach the target
- Key steps /requirements to move from the current to the target level

Record the results of the Modernisation Maturity Assessment per standard, based on the dimensions, maturity levels and self-assessment criteria in the Modernisation Maturity Model.
