Statistics Canada’s Crisis Management Strategy guides the preparation and implementation of effective and efficient communications responses in case of an emergency during the execution of the 2021 Census project.

The Strategy outlines guiding communications principles, sets out how resources will be organized, defines roles, responsibilities and procedures in a critical situation. It also details the census program’s step-by-step process to manage and mitigate risks. Appendices provide practical tools such as lists of contacts, template messages, a risk severity assessment instrument, as well as lists of communication strategies and tactics.
