Describe issue or need

GSBPM does not reflect the National Accounts statistical process

Phases impacted

Process and Analyse

Suggested Improvement

The process and analyse steps do not reflect Economic Statistics and National Accounts time series processing.

Most of the detail and complex processing in National Accounts for example happens in the analyse phase under 'prepare draft outputs'.  When you review this from a National Accounts perspective it makes no sense to have 'prepare draft outputs' as part of analyse - this really needs to sit within process.  Elements such as balancing are not adequately covered.  Items such as seasonal adjustment is not analyse from a National Accounts perspective but process.  Recommendation is that at a minimum 'prepare draft outputs' is move to process with the name possibly changed to reflect its true processing scope.  I have attached a document providing more detailed background to the issues with GSBPM for National Accounts. Reconciliation (National Accounts)

We suggest that procedures regarding reconciliation with National Accounts should be taken into consideration in GSBPM.
