Are we sure that legal aspects are fully covered in GSBPM ? They are mentioned under 1.3 "Establish output objectives" and 1.5 "Check data avilability", but they could possibly be addressed in other places too, e.g. under 2.1 "Design outputs".

    Legal issues are also in GAMSO v1.1 Generic Activity Model for Statistical Organizations which encapsulates GSBPM.
