The survey aims at assessing how the ModernStats models are being used in the statistical organisations and identify any issue statistical organisations encounter while using them. The survey results will be presented at the Workshop and will provide inputs for further work on the integrated view.

Another key word is "Consolidate and communicate" by consolidating existing materials with practical examples and communicating with more clarity the models; and by developing targeted communication material.

Ideas for future work were further discussed (i.e. consolidating existing materials, developing targeted communication material, linking GSIM objects as input/output of GSBPM, overarching processes in GAMSO and GSBPM).

The harmonisation of terminology in the different standards was discussed, particularly the alignment of the terms "Activity", "Process" and "Capability". The definitions worked out  by the Metadata Glossary were considered good.  As a future activity, the Metadata Glossary team could work on the common terms appear in multiple models (how they are defined, which one to use, etc.).

In reply to our e-mail on Target Operating Models and mission, vision we have received responses from the following countries: UK, New Zealand, Norway, France, The Netherlands, Lithuania, Estonia, Moldova, Mexico and Canada. On the initial read we realized that there is not a lot of standardization between the countries. We decided to pull together these examples and make some conclusions on where organisations are going. When ready this paper could be submitted to the Executive Board for their review, and afterwards it will be circulated to the broader group.

During the workshop on Statistical Data Dissemination and Communication in Ireland, there were discussion about skills needed for the people in the communication function in the statistical office. It can be a good start for the soft skills training framework. Moreover, during the HRMT workshop in Oslo, we plan to have an interactive session, there we can try to discuss other soft skills, and see if they could be developed.

Future work for 2018 will support the integrated view of modernisation standards. The work will be carried out by task teams after the GSBPM and GSIM revision work is finished.

Examples of future activities are

consolidating existing materials, developing targeted communication material, linking GSIM objects as input/output of GSBPM, describing overarching processes in GAMSO and GSBPM, work on the common terms appear in multiple models (how they are defined, which one to use, etc.).

GSIM Revision team went through most issues, it remains to implement the changes agreed by the team in Enterprise Architecture file, Clickable GSIM, and then documents. Draft is expected to be shared by end of July.

The revised GSBPM was sent out for consultation end of June, as scheduled. It was labeled as "version 5.1" but this mught change to version 5.5.

Feedbacks from countries are due by end of July and will be then revised by the task team.

In order to align GAMSO to the revised version of the GSBPM, in particular regarding the overarching processes, some amendments were made in the GAMSO. Several updates have been made to GAMSO (v1.1) in areas related to GSBPM as well as statements that were no longer valid (e.g. due to outdated reference). Format of the document was also updated to make it consistent with other ModernStats Model docs. The new GAMSO (tentatively version 1.2) was agreed upon by the Supporting Standards Group members

It should be presented to the Executive Board soon. Strategic Communication project put proposal for a project for the next year, and one of the topics that they proposed to look it is about the communicating the vision. So we need to consider how to connect tchem together.

Good progress continues on the project.  A draft of the final document was shared with the Project for Digital communication, User analytics and Innovative products (DIGICOM) for input and consideration as well as the UNECE Risk Management/Business Continuity Team to obtain feedback and determine common risks.  The excellent feedback received from the Risk Management/Business Continuity Team will be incorporated into the next draft.

Business proposal for Phase II of the project completed and submitted to the UNECE Secretariat for consideration by the Executive Board.

The Supporting Standards Group presented a project proposal for an integrated view of the ModernStats Models at the HLG workshop in November 2018. Even though the proposal was not selected, the group continued working on this topic. For the April World Workshop, a survey was run on how the models were being used by countries. It clearly emerged that countries need support for implementing the models in more coordinated way.

The Supporting Standards Group presented a project proposal for an integrated view of the ModernStats Models at the HLG workshop in November 2018. Even though the proposal was not selected, the group continued working on this topic. For the April World Workshop, a survey was run on how the models were being used by countries. It clearly emerged that countries need support for implementing the models in more coordinated way.

The GSIM review task team will have its first meeting on October 24 to start reviewing the feedbacks from country consultation.
GSBPM Review

The GSBPM review task team had three meetings (two in September and one October) and another one is planned for November. The feedbacks from country consultation were discussed. Some description for the overarching processes "Data management" and "Process data management" is being added. The team thinks that two or three additional meetings will be needed to complete the revision work.

CSPA Review

The document will be on-line first so different users groups can navigate easily and fast to sections relevant to them. There will be 'layers' from general introduction at highest level to more technical details at lower levels and by user type. From the on-line, digital/pdf versions can be produced.

The main changes will be in the chapters on application architecture and technology architecture. These will be replaced by an integrated text (see under architecture patterns)

Architecture Patterns

The Toulouse sprint was successful. Focus on shareable services rather than CSPA compliance. Good progress made on integrated text to replace application architecture and technology architecture.

Services can have non-technical and technical requirements that make sharing easier. The goal is improve shareability leading to Requirements (portability, metadata driven, GSIM input output, collaboration, culture) and to reach this, Features (e.g. adapters, containerization, open source, documentation, etc.). The more features, the more CSPA compatible a service is.

Strategic Communication Framework

Progress

Framework and placemat present at the HLG Workshop in November.  Printed versions of the two outputs were provided to the Co-chairs of the HLG Executive Board as well as the UNECE.

Framework was well received.  It was proposed at the workshop that the Framework be presented to the CES in summer 2019 for consideration as an official international framework for communications.

Next Steps

Finalize the case studies to include in the digital version of the Framework.

Work with the UNECE Secretariat to produce a digital version for broader consumption.

Integrated View

The need to bring together the different standards and provide guidance on how they can be used together is the leading idea for the activities of the Group in 2019.

As a matter of fact, the activity proposals for 2019, prepared by the Supporting Standards Group (see Others), can be considered as pieces of work contributing "de facto" to creating a more holistic view and use of the ModernStats Models. 

GSIM Review

The GSIM review task team started reviewing the feedbacks from country consultation. In order to speed up the work, a virtual (or face-to-face) sprint is planned for mid January 2019. 

The task team is planning to conclude its work by the first Quarter 2019.

GSBPM Review

The GSBPM review task teamreviewd all the feedbacks received from the global consultation and finalised the GSBPM v5.1.

The revised version is circulating among the Supporting Standards members who can provide comments by December 13. 

GSBPM v5.1 will be then ready to be to shared by CES Bureau in January 2019 and endorsed by CES  in June 2019.

Other activities presented at the Workshop were recognised as potentially of interest of the Supporting Standards Group. As stressed during the Workshop, the Supporting Standards Group is lacking resources who can commit to work on the proposed activities. Therefore, it is necessary that the activities are prioritised and the Group engages in activities that are affordable and produce tangible results in one year time.
