Abstract:

The Istanbul Convention in its article 11 provides guidance to state Parties regarding ensuring data collection and research on violence against women and domestic violence. The Explanatory Report to the Istanbul Convention provides additional guidance on the implementation of Article 11 and a Guidance paper was produced on this topic by the Council of Europe.

Objectives:

The Istanbul Convention requests state Parties to regularly collect representative and comparable data to support the devising and implementation of policies to prevent and combat all forms of violence covered by the scope of the Convention. It establishes the type of data that will need to be collected, analysed and prepared for dissemination. Additionally, it highlights the need to support research in the field of violence against women and domestic violence.

Challenges and solutions:

Obligations apply to state Parties only, although the Convention can provide inspiration to all stakeholders. Implementation of all provisions requires resources and political will.

Success factors:

The Istanbul Convention is based on the premise that no single agency or institution can deal with violence against women and domestic violence alone. An effective response to such violence requires concerted action by many different actors. The convention therefore asks state parties to implement comprehensive and co-ordinated policies involving government agencies, NGOs as well as national, regional and local parliaments and authorities. The aim is that policies to prevent and combat violence against women and domestic violence are carried out at all levels of government and by all relevant agencies and institutions.

Impact:

The implementation of the Istanbul Convention is monitored by the Council of Europe’s Group of Action against violence against women and domestic violence (GREVIO) . The GREVIO reports contain ample references to statistics and use these for their assessments and recommendations.
