Introduction
Modernising statistical production is a key priority for all statistical organisations. The High Level Group for the Modernisation of Official Statistics (HLG-MOS) has set out a vision and developed the necessary models and standards to help statistical organisations modernise the way they produce official statistics. The creation of a Modernisation Maturity Model (MMM) and associated Roadmap are logical next steps toward implementing that vision.
The MMM and its Roadmap focus on how to build organisational capabilities through implementation of the models and standards identified as key to statistical modernisation i.e. the Generic Statistical Business Process Model (GSBPM), and its extension the Generic Activity Model for Statistical Organisations (GAMSO), the Generic Statistical Information Model (GSIM) and the Common Statistical Production Architecture (CSPA).
Key external standards such as SDMX (Statistical Data and Metadata eXchange) and DDI (Data Documentation Initiative) are mentioned as examples of best practice, to help increase the level of maturity, but they are not the primary focus of the MMM and its Roadmap.
The MMM allows statistical organisations to evaluate their current level of maturity against a standard framework, while the Roadmap provides clear guidelines on the steps to take to reach higher levels of organisational maturity more quickly and efficiently. The roadmap includes supporting instruments to help statistical organisations, at different maturity levels, to implement the different standards.
The MMM and its Roadmap should help any organisation regardless of their level. They acknowledge that within one statistical organisation there can be different maturity levels depending on the statistical domain or part of the organisation. The Roadmap addresses needs expressed by statistical organisations, particularly those in the earlier stages of modernisation, to have clearer information about how to progress in the most efficient way.
The Modernisation Maturity Model (MMM)
The MMM is a self-evaluation tool to assess the level of organizational maturity against a set of pre-defined criteria. There are multiple aspects of maturity in the context of modernisation, and as such, the model that has been developed has several distinct dimensions. Within each dimension, organisations may have different levels of maturity. It is highly recommended that the maturity self-assessment be performed by a cross-cutting group involving members of the corporate planning, statistical production, information, methodology, applications and technology functions within the statistical organisation to ensure a comprehensive review.
Maturity is indicated by the attainment of a particular "maturity level". A maturity level assessment will provide a clear picture of the organisational maturity level, which can then be compared between organisations, and between statistical domains/business units within an organisation.

The Roadmap
Knowing the level of organisational maturity is a pre-requisite to design activities to increase capabilities in relevant areas. However, it is also necessary to understand the optimal sequence of capability development activities, based on the experiences and lessons learned of the organisations that have already progressed to higher levels of modernisation maturity. In this way, statistical organisations that are less advanced can progress more quickly, without encountering all the challenges that may have been encountered by others.
