Issue #61: Description of non-survey source is generic in sub-process 4.2

"4.2. Set up collection" description for non-survey sources is quite generic. We suggest to enhance the description or to merge with the previous description 68 in a reasonable way, so that the description covers all source data.

- Setting up collection procedure for survey and non-survey is different. So instead of merging two paragraphs, we could enrich the description in paragraph 69 (compared to paragraph 69, there are quite details in paragraph 68 on survey)
