The Central Statistics Office of Ireland and the United Nations High Level Group for the Modernisation of Statistics (HLG-MOS) identified the need for the development of a Statistical Training Framework aligned to the Generic Statistical Business Process Model (GSBPM). This Framework will facilitate statistical organisations in measuring and improving the standard of statistical expertise within their organisation in line with the GSBPM and accordingly should improve standards across the entire statistical system.
The Framework includes 13 important statistical skills, such as: register management, sample estimation, survey, and questionnaire design.
The Statistical Training Framework can be used for:
- Aligning training across all statistical processes with the GSBPM, and developing clear learning and career paths
- Identifying gaps in statistical knowledge within and across statistical organizations
- Providing staff with a greater understanding of the range of statistical skills, knowledge, and expertise needed to work effectively throughout the end-to-end statistical production cycle
- Providing valuable information when considering mobility within and across national statistical organizations, as well as Succession Planning
- Providing valuable information to make informed decisions on Workforce Planning
