The first phases of the GSBPM are to be considered only when a new statistic is created but once it is a “normal” on-going activity the first phases are not necessary anymore or are just minor adjustments (for instance, you don’t need to build new collection tools everytime you collect Labor Fource Servey datas)

    Meeting 14 November:

    To strengthen paragraph regarding phase 1 not needed to do every phase every time, consider adding in the diagram, stress that 1 - 3 is for new process or revise something as consequence of evaluate phase, add example maybe from Swiss issue 33, and add comment of corporate memory.

    To add agile environment paragraph/sentences and GAMSO in section III
