The main objectives of the MSIS Organising Committee are:


a)To provide, through regular meetings and other means such as the MSIS Wiki, a forum for exchange of experiences and good practices among information systems managers from national and international statistical organisations.

b)To contribute to the coordination of activities of different national and international organizations in the area of statistical information systems.

c)To facilitate and encourage implementation of international standards and recommendations in the field of statistical computing among national and international statistical organisations.


  1. METIS

The objectives of the Steering Group are to:


  • Promote the implementation of metadata systems by developing advocacy targeting the senior management level and subject-matter staff of national statistical offices;
  • Oversee the maintenance of the Common Metadata Framework (CMF) directing it towards a practical guide serving national statistical offices in developing their corporate metadata systems;
  • Facilitate collection, discussion and dissemination of best practices in the field of statistical metadata focusing on the role of metadata in the corporate management of statistical activities and practical implementations.

The objectives of the SAB are:


(a)To advise on opportunities to promote harmonization of business and information systems architectures as a means of enhancing the interoperability and the potential to share components within those architectures;

(b)To provide governance models for the development and enhancement of statistical software in an environment of collaboration between statistical organisations;

(c)To provide guidelines and tools to assess new statistical software tools and components, and report to MSIS Work Sessions on the availability of these tools and components for sharing, as well as suitable governance mechanisms for ensuring the future development of recommended tools and components;

(d)To ensure that tools and components recommended for sharing are made available to all statistical organisations via a suitable portal, and with sufficient documentation and support mechanisms;

(e)To assist in the improvement of the technical statistical infrastructure of countries both within and outside the UNECE region as required.

The ITDG has a strategic role in coordinating the working groups in the field of IT for statistics in the EU.

The ITDG expresses its opinion on framework and implementing legislation prior to submitting legislative proposals to the ESSC. The ITDG provides a forum for exchange of views, and is involved at an early stage in the preparation of the annual and multi-annual programs by presenting the new statistical priorities envisaged and the possible statistical fields where simplification, reprioritization and/or phasing-out of certain work could be envisaged.

The main objective of the ITDG is to improve the cooperation between Eurostat and the National Statistical Institutes.

Provides a forum for exchange of experiences and good practices among information systems architects from national and international statistical organizations.


  • Facilitates and encourages implementation of common technical standards, services and recommendations in the field of statistical computing throughout the ESS.
  • Analyses requirements within the ESS in the area of IT systems architecture & co-operative work towards formal models, and an infrastructure for technical and business collaboration activities.
  • Analyses statistical information systems frameworks in terms of overall architectural principles and makes recommendation for usage in ESS.
  • Networks with the relevant ESS and international bodies.
  • Technically evaluates software developed within the ESS and proposes development, maintenance and improvement promoting sharable solutions.
  • Responds to specific requests of the ITDG.

Objectives of CORE are to:


  • Collect requirements for a Common Architecture (by means of a survey among NSIs)
  • Define a technical architecture based on a layered approach linking the standard GSBPM with statistical data characteristics
  • Examine commercial and legal Foundations for the Exchange of Software between StatisticalOffices
  • Analyze technical and commercial requirements for tools that will be used by the CORA users


Objectives of CORE are to:

  • starting from CORA results, extend the architectural model by defining a complete information model that takes into account process modeling
  • define a way of exchanging data between tools designed inside GSBPM sub-processes
  • develop components wrapping tools in order to provide a software environment for the execution of statistical processes, defined according to the information model
  • evaluate feasibility and costs necessary to integrate tools inside CORE
  • analyze possible middleware solutions to implement CORE compliant workflows

The Metadata Working Group is the main working group working dealing with metadata within the European Statistical System and beyond. Strongly linked to the ESS joint strategy based on the Commission Communication 404/2009, the working group deals with metadata standardization, production, exchange and dissemination of metadata. This work is also linked to the international SDMX technical and statistical standards and to the international METIS group dealing with statistical business processes. The working Group brings together producers and users of metadata from EU Member States, acceding countries and other countries.

  1. Statistical Network

The purpose of the Statistical Network is to trial a collaboration approach in striving for improvement in Statistical Information Management. The network aims to work together with pace to better meet our societies’ information needs while driving down costs.

The critical goal for the Statistical Network is "Harmonising statistical methods, systems and capabilities across statistical agencies".


Collaboration will be in practical small steps to industrialise methods and processes to quickly and effectively benefit all participating NSIs. The objectives of the selected opportunities (projects) are to conduct a small exploration at the operational level to trial this approach.


It is important to note a number of the Statistical Network NSIs will contribute to each of the elected projects, although there is no requirement that every NSI in the Statistical Network needs to contribute actively to every initiative. Each of the initiatives is being led and co-ordinated by a different NSI.


Whilst early collaboration has commenced by participating NSIs on these initiatives, it is recognised that these collaborations do not exist in isolation and NSIs have other collaborative work / partnerships within the standards communities for example. The SN will complement other collaborative activities rather than duplicate them.


It is anticipated participation in collaborations associated with the informal CSTAT workgroup will not only among other benefits help progress the Statistical Network, but, each NSIs goals and aspects of its own capability.

The objectives of the Reference Group are to:


  • Promote the implementation and use of the PC-Axis software family in national statistical offices and other organizations;
  • Oversee and encourage the maintenance and development of the PC-Axis software family serving national statistical offices and other organizations in developing the utilization of their database systems;
  • Exchange experiences.



The Conference draws together experts of marketing and output databases from national statistical offices and some international agencies with abundant statistical services. The IMAODBC is a forum for presentations and discussions on systematic marketing of and access to statistical data. Sessions address mutual challenges and opportunities with a focus on need structures of statistical data users and information made available on the Internet.

  1. SDMX Expert Group

Several international meetings are regularly organised to compare recent ICT developments and share experiences in the field of statistical data and metadata collection, management and dissemination. On the other hand, the implementation of new models and approaches is left to individual countries, according to their needs and plans. Therefore, nowadays there is no international forum available for discussing and agreeing on common strategies and concrete actions to minimise the duplication of work carried out by countries and international organisations, promoting a “multilateral vision” of the exchange of statistical data and metadata between countries and international organisations. The Group is being set up to form a network of involved ICT experts who will discuss strategic issues related to the development and the practical implementation of new procedures for statistical data exchange and sharing between the OECD, its Member countries, and other international organisations. Ultimately, this will contribute to a more efficient international statistical system. The Group will be closely co-ordinated with other international bodies dealing with similar topics (Eurostat IT Steering Group and the joint ECE/Eurostat/OECD meetings on Management of Statistical Information Systems, MSIS). The Group will report to the OECD High Level Group on Statistics, providing recommendations for developing statistical information systems and improving the efficiency and the effectiveness of statistical data and metadata exchange.
