1. Broad description
Authorities carrying out the State Statistical Service transmit confidential statistical data for the purposes of scientific research, on grounds of an agreement stipulating the conditions of confidential statistical data protection and the exact way of using the data in compliance with the European Community law (Commission Regulation (EC) No 831/2002 of 17 May 2002 implementing Council Regulation (EC) No 322/97 on Community Statistics, concerning access to confidential data for scientific purposes), to legal persons whose fundamental mission is scientific research; the data are provided in a form not allowing Direct Identification of the statistical unit concerned.
3. Target audience
Legal persons whose fundamental mission is scientific research.
In 2010, 25 organizations were contracted, and in 2011 13 organizations. In most cases it concerns universities, alternatively research institutes. Most institutions demand microdata repeatedly since they need such kind of data for their research projects.
Among our customers are Charles University, Masaryk University, The University of Economics and The Academy of Sciences of The Czech Republic etc. To most requested microdata belong SILC, HBS, LFS and Annual Survey on Research and Development.
4. Detailed description
The recipient has to submit to the Czech Statistical Office an officially authenticated copy of the Deed of Foundation or Statute proving unambiguously that scientific research is his fundamental mission. The recipient has also to submit an officially authenticated copy of the research project for the purpose of which the data files are provided. Both documents shall be submitted before the contract is signed. The documents then constitute Annexes of the contract.
All persons who will come into contact with microdata must also sign the Pledge of Secrecy (see Annex 2).
The contract shall be signed by the statutory representative of the applicant.
Access to microdata regulates also Internal CZSO’s Directive which issues guidelines for the provision of information to external users of the CZSO.
On the basis of the above-mentioned Directive, a Committee for the release of information was established in order to decide whether to provide statistical information containing confidential statistical data.
The annex of the Directive contents the contract templates (see below).
The following microdata sets are provided:
• Demography – births or deaths
• Demography – migration internal or external or marriages or divorces
• Demography – abortions
• LFS (Labour Force Survey)
• SILC (Statistics on Income and Living Conditions) – individuals and households
• HBS (Household Budget Survey)
• Innovation Survey
• Annual Survey on Research and Development
• Annual Statistical Survey on Licences
All the above mentioned sets or special selections of them are disseminated only on grounds of an agreement and are charged according to the Price list of services and products of the Czech Statistical Office.
5. Supporting legislation
The current legal framework enables access to anonymised microdata available at the Czech Statistical Office only for scientific and research purposes.
Specific conditions on how to obtain microdata are given by The State Statistical Service Act No. 89/1995 Coll., § 17 Provision of Confidential Statistical Data.
