If statistical agencies are to modernise and improve efficiency through common approaches to data collection, they need to know that the same words mean the same things across different organizations (or even across departments within the same organization).  Would a UNECE-led effort to develop a common vocabulary for data collection be a useful starting point? 

For example, we already know that 'survey' and 'source' are terms that can be used differently within and between organizations.  'Tool', 'application', 'e-form'.... these too are poorly defined.  Would clarity of definition be an aid to standardizing approaches to data collection?
