Input Privacy-preserving Techniques

The work of the project was presented in the November workshop. One of the feedback points was that the work of the project is very technical in nature. At the same time it was indicated that there may be overlap with the project of the synthetic data.

The first five use cases have been collected, documented according to the established classification and included in the list of use cases. The classified use cases are discussed in the project meeting. In the original WP1, the final step was to establish criteria for assessing maturity and readiness of techniques that wish to be tested in WP2 and WP3. During the discussion how to establish criteria, with the feedback from the November workshop on the technical nature of the project, we decided to chose for a new approach. The new approach is a generalization based on the used cases that have been submitted in order to draw a few reference scenarios. We want to provide these scenarios with benchmark data in Wp2 and then approach external technology partners to implement and test these scenarios. In the last work package the experiences are bundled and provided with recommendations. We believe that the chance of results will be greater by engaging external parties. At the same time, we are breaking free from technology (a recommendation from the November workshop), and it is easier to link up with the other initiatives. The proposal for the new work packages will be presented to the HLG-MOS November-December meeting.

Next Steps

New participants will bring new use-cases that will be added to the inventory and possibly generalized. A subset of most prominent use-cases will be identified. Reference scenarios that are relevant for different types of source data and/or different NSOs will be drafted and prioritized for follow-up action in WP2.

The project proposal produced in this activity was accepted for the 2021 HLG-MOS work programme. The group has grown to 35 participants. The works will continue under the project.

It was agreed that for 2021 that we will continue the ethical leadership as a part of culture evolution.

The Task Team met on 9th of December and decided next steps:

  • Preliminary poll will be sent by the UNECE to the International Departments of the UNECE members states, and will be forwarded to the participants of the previous workshops (with background in HR and training)
  • one page document on the scope of the survey will be prepared so it will easier for the countries to understand it's context.
  • it was also agreed that survey could be forwarded to colleagues from other Civil Service Departments or Ministries in the countries. But it will be done by the Task Team members, if they have relevant contacts.
  • preliminary it was agreed to finalize all planned work by 15 January and send out questionnaire to the countries from 18 January to 5 February.

Linking GSBPM and GSIM

The work of the Task Team is expected to finish in 2021 by providing the descriptions for the remaining sub-processes, harmonising them to provide a standardised material for the community and also incorporating the updates coming from the GSIM Task Team.

Based on the feedback received during the ModernStat World Workshop 2020 and the Modernisation Workshop for Official Statistics, the group identified the following items to take on board as plenary activities for 2021:

  • ModernStats Model Use Survey
  • Restructuring of wikis to make it easier for the users to find information and material for the ModernStats models
  • Improving communication
  • CSPA: CSPA will be part of the work of the Supporting Standards Group in 2021. Call for the members of the Sharing Tools Group is now open to participate in the work in 2021.
