Modernisation of statistical production is a key priority for all statistical organisations. The High Level Group for the Modernisation of Official Statistics (HLG-MOS) has set out a vision defining long-term goals and has overseen the development of the necessary models and standards to help statistical organisations modernise the way they are producing official statistics. Developing and supporting a Modernisation Maturity Model (MMM) and associated Roadmap are logical next steps toward implementing the HLG-MOS vision.

The MMM and its Roadmap focus on how to build organisational capabilities through implementation of the models and standards identified as key to statistical modernization i.e. the Generic Statistical Business Process Model (GSBPM), and its extension the Generic Activity Model for Statistical Organisations (GAMSO), the Generic Statistical Information Model (GSIM) and the Common Statistical Production Architecture (CSPA), including the CSPA Logical Information Model that is currently under development.

Key external standards such as SDMX (Statistical Data and Metadata eXchange) and DDI (Data Documentation Initiative) are also important for statistical modernisation, and are clearly connected to both the GSIM and the CSPA. These are mentioned as examples of best practice, to help increase the level of maturity, but they are not the primary focus of the MMM and its Roadmap.

The MMM is designed to enable statistical organisations to evaluate their current level of maturity against a standard framework, while the Roadmap is designed to provide clear guidelines on the steps to take to reach higher levels of organisational maturity and to help statistical organisations to progress more quickly and efficiently to their target level of maturity. The roadmap includes supporting instruments for statistical organisations, at different maturity levels in order to help implement the different standards.

The MMM and its Roadmap should be useful to any organisation regardless of their level and acknowledges that within one statistical organisation there can be different maturity levels depending on the statistical domain or part of the organisation. The Roadmap addresses needs expressed by a number of statistical organisations, particularly those in the earlier stages of modernization, to have clearer information about how to progress in the most efficient way.

The MMM and its Roadmap have been developed based on the experiences and lessons learned from statistical organisations in 11 different countries, representing different levels of maturity, culture and language. The draft MMM was tested in 7 statistical organisations and then tested again by all participants at the Workshop on Implementing Standards for Statistical Modernization in Geneva, in September 2016, resulting in this version.

Support for the MMM and its Roadmap will include adjusting them to incorporate any new modernisation standards and suggestions for ensuring collaboration and assistance between statistical organisations to reach the next step in their modernisation.

The MMM is an evaluation tool to assess the level of organizational maturity against a set of pre-defined criteria.  There are multiple aspects of maturity in the context of modernisation, and as such the model that has been developed has a number of distinct dimensions. Within each dimension, different organisations may have different levels of maturity.  It is highly recommended that the maturity self-assessment be performed by a cross-cutting group involving members of the Corporate planning, Business, Information, Methods, Applications and Technology functions within the statistical organisation in order to solicit diverse and complete input from within the organisation.

Maturity is indicated by the attainment of a particular "maturity level". A maturity level assessment will provide a clear picture of the organisational maturity level, which can then be compared between organisations, and between statistical domains/business units within an organisation.

Knowing the level of organisational maturity is a pre-requisite to design activities to increase capabilities in relevant areas. However, it is also necessary to understand the optimal sequence of capability development activities, based on the experiences and lessons learned of the organisations that have already progressed to higher levels of modernisation maturity. In this way, statistical organisations that are less advanced can progress more quickly, without encountering all the challenges that may have been encountered by others.

Description of the instruments that comprise the MMM Roadmap is provided in Annex 1.
