Strategic Communication Framework

Progress

  • Several members of the project team met in Cork Ireland on June 28
  • Team reviewed the work produced to date, considered feedback from the CES Workshop on Communications (June 18-20) and assessed any relevant input from (e.g.  case studies) from the Dissemination and Communication Workshop
  • Work objectives established for each of the five work teams including the development of a progression road map (associated with the Maturity Model) using the HLG Modernization Maturity Model and roadmap as an example
  • A revised draft report has been circulated within the project team for feedback 

Next Steps

  • Continue to work on objectives established in Cork
  • Draft document will be circulated to the broader communication and dissemination community to seek feedback
  • Consultation is underway with the UNECE Risk management/Business continuity team to obtain their feedback and determine common risks
  • Collaboration continues with the DIGICOM project to ensure there is no overlap
  • Next meet of the project scheduled for early September

In reply to our e-mail on Target Operating Models and mission, vision we have received responses from the following countries: UK, New Zealand, Norway, France, The Netherlands, Lithuania, Estonia, Moldova, Mexico and Canada. On the initial read we realized that there is not a lot of standardization between the countries. We decided to pull together these examples and make some conclusions on where organisations are going. When ready this paper could be submitted to the Executive Board for their review, and afterwards it will be circulated to the broader group.
Training Framework

During the workshop on Statistical Data Dissemination and Communication in Ireland, there were discussion about skills needed for the people in the communication function in the statistical office. It can be a good start for the soft skills training framework. Moreover, during the HRMT workshop in Oslo, we plan to have an interactive session, there we can try to discuss other soft skills, and see if they could be developed.



Risk Management

The team made some progress on putting together training materials in the modular format that will be put on the public wiki page. This page will also have Guidelines on Risk Management (in both languages), high-level video on RM from ONS and paper on Risk appetite prepared this year. When all materials will be available on the public wiki page we will advertise it to the relevant people in NSO's.

 Preparation for HRMT workshop in Oslo is going according to agenda.

Supporting Standards

Integrated View

Future work for 2018 will support the integrated view of modernisation standards. The work will be carried out by task teams after the GSBPM and GSIM revision work is finished.

Examples of future activities are

consolidating existing materials, developing targeted communication material, linking GSIM objects as input/output of GSBPM, describing overarching processes in GAMSO and GSBPM, work on the common terms appear in multiple models (how they are defined, which one to use, etc.).

 

A new proposal is to work on a cliccable version of the GSBPM.

GSIM Review

GSIM Revision team went through most issues, it remains to implement the changes agreed by the team in Enterprise Architecture file, Clickable GSIM, and then documents. Draft is expected to be shared by end of July.
GSBPM Review

The revised GSBPM was sent out for consultation end of June, as scheduled. It was labeled as "version 5.1" but this mught change to version 5.5.

Feedbacks from countries are due by end of July and will be then revised by the task team.

In order to align GAMSO to the revised version of the GSBPM, in particular regarding the overarching processes, some amendments were made in the GAMSO. Several updates have been made to GAMSO (v1.1) in areas related to GSBPM as well as statements that were no longer valid (e.g. due to outdated reference). Format of the document was also updated to make it consistent with other ModernStats Model docs. The new GAMSO (tentatively version 1.2) was agreed upon by the Supporting Standards Group members

  • GSBPM revision work as well as GSBPM Quality Indicator were presented at the Q2018 Conference in Krakow, Poland and were very well received
  • GSIM and GSBPM revision work was presented at Eurostat Standard Working Group (SWG) meeting. Eurostat offered to circulate the GSBPM draft among SWG members and Eurostat intra-net.
  • GSBPM wiki space has been revamped. New page "GSBPM resources repository" (https://statswiki.unece.org/x/7AATCw) is available for central repository for the GSBPM-relevant materials.

CSPA Review

 Reviewed both online and printed options for new version of the CSPA document.  Decision was that we need both options.  We will do some trials with option to print from a digital 'first' option.  The content will be drafted during the European summer with initial content available for review early September.
