At the 2015 Workshop on Statistical Data Collection participants suggested that there should be an explicit reference to designing communication strategies in phase 2, possibly even as a distinct sub-process

  1. Meeting 5 December: 
    Communication is in general not covered well enough in GSBPM. If it is about communication with respondents, then should be in sub-process 2.3. Communication can be a broad term, so we should be careful not to confuse readers. 
    Agreed to 1) check GAMSO; 2) search "communication" in GSBPM; 3) consider adding something in sub-process 2.1 or 2.3. 
    • In GAMSO, the most relevant activity is "Manage consumers" in - Corporate support  (or "Manage data suppliers" if "communication" is with "respondents") - but described in general terms and as corporate activity, not explicitly for statistical output produced during the business process.
    • In GSBPM, "communicate" in this context appears in sub-process 7.4 "Promote dissemination products". Rather, term "disseminate" is used much more often in GSBPM, but also without explicit reference to designing dissemination strategies.

    UPDATE: Strategic Communications Project mapped the communications functions in an NSO to GSBPM. They found no need to modify the text or add any new sub processes.
