  1. Dear Amy, this is very nice reading since it covers all the aspects of up-to-date data collection concerns. I think that the development driver should be infrastructure (data collection, data processing and dissemination) and not survey matter statisticians or departments. Since the infrastructure has broader overview of the processes and can identify common processes of the surveys and subject matter statisticians only look over their own survey.

    Your plan is also to allow the unit to choose between modes. My concern on this is, whether is this feasible as we are lowering the costs. We should treat e-reporting as most used mode to keep financial resources low. But how to communicate this to the reporting units, if they wish to choose between modes? What if we are faced then with double reporting between modes?

    For administrative sources I think one important thing is also derivation of data and not only use.

    You have done a great job at illustrating the tension we have to manage between data collection and subject matter side of the business.

    At Statistics NZ each subject matter area has end to end accountability for its work, so that means that decisions about mode (for example) are ultimately the choice of a subject matter area manager – who is acting on the advice of people from data collection, methodology, etc etc. This is why it is very important for us as an organisation to have a clear picture of the cost/quality/timeliness/respondent burden aspects of each collection. A big part of our transformation programme will be developing a cost model like this so we can have improved decision-making about things like mode and sample size, etc.
